Belt Counter 2.0

Just a simple update bring Pyrofire's belt counter combinator into 2.0.

Simply hook n number of belts into the red or green input and toggle pulse read on the belts to be counted. *With version 0.1.0* You can now set an output signal inside the counter GUI and it will output your current flow as the constant for the signal.

I have had errors still though so throw the error into discussions so I can clean it up if needed
