Bigger Artillery (Balanced)

Vanilla adjustments by default to the bigger artillery mod. x2 range and stack size of 1 instead of x12.5 range and 20-50 stack size. Also changed the research cost from 2k to 4k. Credit to Mrxmen24 for the original.
Description
Made Vanilla-like adjustments to the bigger artillery so it's not so OP. No other changes or additions were made.
Tweaks: range radius is x2 of vanilla artillery ammo stack size is 3 (inventory is 2) rotation speed is 70% shooting speed is 50%
