Industrial Revolution 3: Forestry Combinators

When constant combinators are set up in a chunk that contains at least one tree being managed by a forestry, the combinator is updated with a virtual T signal equal to the number of trees currently being managed (50 max). You can use this signal to take conditional actions based on the "health" of the tree population.
