Infinite Refill on Limited Resources

When a limited resource is depleted, refill it so that it never runs out

Description

When a limited resource is depleted, refill it by a configurable amount. Infinite resources like crude oil in vanilla, are ignored (if crude oil is a limited resource, for example because you have Krastorio 2, then it will be refilled when depleted).

Any resource added by mods will be refilled, if that resource is finite.
