Lazily updated version of invisus's [RealisticFlashlight]

The mod's files work fine on 2.0, it just needed the version field updated to 2.0. I will gladly take this page down if the original is updated.

Original Description

Replaces the default flashlight and vehicle "light cones" with better, more realistic versions.

Fits nicely with some of my favorite mods that "enhance" the night:

Settings

Along these lines, it also adds startup settings for enabling the light halo around the character and vehicles, (disabled by default).
