Repair Turrets that explode cliffs and do not spill onto belts

At the time of writing the Repair Turret mod by Klonan suffers from a bug that causes items to spill onto belts when the game itself thinks the logistic system has not enough storage for it.

The spilling itself is a fine solution for that bug (albeit annoying), but them being able to spill onto belts is just really annoying.

This pull request takes the original mod & slaps this open (at the time of writing) pull request ontop: https://github.com/Klonan/Repair_Turret/pull/6 (as well as having edited the title, thumbnail, changelog & description in order for it to be uploaded to the mod portal)

I unfortunately could not convince Klonan to merge my proposed band aid (see the above image), but if it ever does gets merged this mod will be deprecated.
