Adds the old Steamship to the Cargo Ships mod

Description

Adds a basic ship. Revival of the very old Ships mod for 0.16 and 0.17. https://mods.factorio.com/mod/Ships

Relies on the Cargo Ships API for enter/exit commands and compatibility. The ability to run steamships on waterways is planned in the future.
