Tiered Gas Generator

Adds the Gas Power Plant from K2 but with up to 6 tiers to research. Also you get it earlier (after oil-gatheringg). Generated power scales linearly to tech level and fluid effectivity is taken from solid fuel recipes (less fluid per Watt needed).

Tiers are preset to 2 only. You can change that in the settings.
