Adds really really fast belts that are made with uranium

Description

Update of the original Uranium Belts by Spieker to be Factorio 1.0 (tested up to 1.1). Updated recipe (see screenshots) and speed to be exactly double a blue express belt. tested with Bobs and many other mods. Works well with bobs as it's faster then bobs fastest belt at 90 items/s compared to bobs 75items/s which isn't quite two express belts.
