Placeable shallow water. This mod allows the placement of water just like landfill.

Description

A simple fork of untraceablesmurf's port of waterfill; I made a couple changes to simply make it place shallow water, instead of default water, allowing it to fully function as water, but without letting the placed water act as a wall.
