Devil's Outcasts - Vanilla PCU Reduction

SETS ALL WEAPONS AND PROTOTECH PCU TO 10 SETS ALL OTHER BLOCKS PCU TO 1 REMOVES ARMOR EDGES

It is recommended that you set this mod to load first as it will overwrite all vanilla blocks back to default configurations except for the PCU reduction and Armor Edge Removal.
