More Cattail Drops

<p>Honestly, It takes too long to harvest cattails early game. I needed more cattails for more reed baskets and I found that it took me way too long. So I made them drop 3 for every 1 you harvest! This is my first mod and I got help from Raccoon. Thanks Raccoon!!</p>
