Offhand Debuff Tweak/Removal

<p>Simple patch which replaces the +20% hunger debuff on holding something in your offhand with 20% slower digging, bow draw speed and animal harvesting speed. <span style="text-decoration: line-through;">, and -0.2 less melee damage</span>.<br />The 20% hunger debuff is hard-coded so I hard-coded a 20% hunger buff right back at it. Ha!<br /><br />Also included a version which removes the downside completely, but you wouldn't cheat, right?</p>
