[VEEP]Vintage Engineering <-> Electrical Progressive

Adds 1 new block [Technically 12, if you count the variants.]
This block has 1 connection for Vintage Engineering and 4 for Electrical Progressive.
<span style="text-decoration: line-through;">This allows a 1:1 converstion between the two power-systems.</span>

As of 3.0.1, this allows a configurable power conversion between the two systems, by default 3 VE power = 13 EP power
