[0.9.7] Concentrated Tailings

Adds 2 new blocks:

Concentrated Tailings & Concentrated Wet Tailings

These are crafted from 3 of their respective tailings blocks in the blast furnace.

They also produce 3 times the amount of ground pollution.

There are no models for when the blocks are carried in the shovel. This is to save on the file size, since most people don't carry tailings in shovels anyways. If I get enough requests to add in the models, then I'll be sure to include them in a future version.

To install, extract the "ConcentratedTailings" folder into your "Mods\UserCode" directory in your server's files
